PA Waiver Program
In the state of Pennsylvania If you’re 21 or older and have both Medicare and Medicaid, or receive long-term supports through Medicaid because you need help with everyday personal tasks, you’ll be covered by Community HealthChoices and be eligible to receive Home Care service at no cost through the PA Waiver Program. Each waiver has its own unique set of eligibility requirements and services.
Aging Waiver
Aging Waiver Services may be available to Pennsylvanians over the age of 60 to enable them to continue to live in their homes and communities with support and services.
To be eligible
- Be 60 years of age or older
- Meet the level of care needs for a Skilled Nursing Facility
- Must meet financial requirements as determined by the local county assistance office.
- Be a U.S. citizen or a qualified Non-citizen
OBRA Waiver
OBRA Waiver program may help you if you have a developmental physical disability to allow you to live in the community and remain as independent as possible.
To be eligible
- The disability must result in substantial functional limitations in three or more of the following major life activities:
- Have a severe developmental physical disability requiring an Intermediate Care Facility level of care.
- Meet the financial requirements as determined by your local CAO

CommCare Waiver
CommCare Waiver program developed for individuals who experience a medically determinable diagnosis of traumatic brain injury.
To be eligible
- Must be financially eligible for MA waiver services
- Be 21 years of age or older
- Your disability must result in substantial functional limitation in three or more of the following major life activities
- Have a medically determinable diagnosis of traumatic brain injury and require a Special Rehabilitative Facility (SRF) level of care
Attendant Care/Act 150
If you have a physical disability, the Attendant Care Waiver and Act 150 program may be available to you to continue to live in your home with support and services.
To be eligible
- Must not qualify financially for Medicaid waiver services
- Must be between the ages of 18 and 59.
- Must be capable of managing your own legal and financial affairs
- Must have a medically determined physical impairment that is expected to last 12 months or more or result in death
- May have a low co-payment based on your income.
Independence Waiver
If you are an adult with a severe physical disability, the Independence Waiver may be able to help you live or remain in the community.
To be eligible
- Must be between age 18-60
- Have a physical disability that limits three or more of the following major life activities:
- Self-care, understanding, and use of language, learning, mobility, self-direction and/or capacity for independent living.
- Meet the financial requirements as determined by your local CAO
